Liberals Would Run Deficit

In deep doody without rubber boots: Stephane Dion's Liberals have made so many billions of dollars worth of spending promises that couldn't be paid for, considering that future surpluses have been returned to the People via tax relief and transferred to the provinces in the form of increased transfers. Besides, other priorities have already been given billions of earmarked funds. Getting rid of supposedly unexpected surpluses was the whole point, to make it that much harder for the Liberals to play their old tax-and-spend tricks -- if they were to be returned to government.
