In deep doody without rubber boots: Stephane Dion's Liberals have made so many billions of dollars worth of spending promises that couldn't be paid for, considering that future surpluses have been returned to the People via tax relief and transferred to the provinces in the form of increased transfers. Besides, other priorities have already been given billions of earmarked funds. So don't be surprised to see the Liberals let the upcoming Budget '08 pass in order to avoid having to face the People and questions as to how on earth they'd possibly pay for nearly a hundred billion bucks worth of promises!
Poor old Dion probably would have to run a deficit, to make good on all the promises he's made, because Harper has given the surplus back to the taxpayers.

Getting rid of supposedly unexpected surpluses was the whole point, to make it that much harder for the Liberals to play their old tax-and-spend tricks -- if they were to be returned to government.
