So what if the Prime Minister came and didn't tell you beforehand? It's his country, too, and he's, in fact, the Prime Minister of it! He doesn't tell all the premiers all the time whenever he'll be in their provinces, so what's your special beef? Oh, I see... maybe you need to see a shrink?
