Islamic Jihad is backed primarily by Iran. The group is responsible for most of the suicide bombings inside Israel since 2004, as well as for scores of deadly shootings and rocket attacks fired from Gaza aimed at nearby Israeli population centers.
Islamic Jihad isn't getting its paycheck from Iran, so they're now trying to bum off Hamas. But they don't want to take cash with conditions, so they might have to cease operations, as their "employees", the "jihadists", cannot be paid, obviously.

"Instability inside Iran will minimize the state's capacity to project power in the region and beyond, a practice in which Iran has been very successful recently," said Amr Hamzawy, a Middle East expert with the Carnegie Endowment for International Peace, a Washington-based think tank.
